Summary of results of 2010 reprints survey
Background
The PCO reprinting policy provides that a reprinting programme will be established each year, in consultation with key users of legislation. These are the results of the seventh annual survey conducted by the PCO.
The survey
The 2010 reprints survey, which closed on Friday 30 July 2009, was provided on the PCO website and could be completed on-line. The survey was publicised in LawTalk, on the Public Sector Intranet noticeboard, on this website, on the New Zealand Legislation website, on the electronic noticeboard for New Zealand librarians (NZ-libs list), and by emails sent to people who have expressed an interest in reprints, including the various heads of bench of the Judiciary.
Responses
This year, 48 responses were received, the majority of which were completed on behalf of an organisation or agency, and were submitted by solicitors and librarians. The breakdown of respondents was: 25 from government departments and local government; 9 from libraries; 4 from law firms, 3 from the Judiciary/courts; 2 from legal publishers; 2 from the higher education sector, 2 from individuals, and 1 from the health sector.
Results
58 Acts and 2 Statutory Regulations were proposed for reprinting.
In relation to our officialisation schedule, 69% of respondents skipped the question that asked which pre-1996 titles of legislation should be checked first. Of the titles that were selected, the more significant ones have already been officialised (including the Resource Management Act 1991, the Education Act 1989, the Sentencing Act 2002, the Child Support Act 1991, and the Crimes Act 1961).
2010-2011 reprinting programme
The legislation included in the 2010-2011 reprinting programme has been selected according to the following criteria:
- recommendations received in the 2010 reprints survey
- recommendations received in the 2009 reprints survey that were not included in the programme for 2009-2010
- the number of amendments since the last reprint (if reprinted)
- the significance of any amendments since the last reprint (if reprinted)
- any significant amending legislation being drafted by the PCO
- any amending legislation on the Legislation Programme
- inclusion in the list of top 200 legislation sellers for the last 12 months to 31 July 2010
- what's possible given a limited budget
- what will have the least impact on the Reprints Unit's ability to officialise all principal legislation on the New Zealand Legislation website by 31 December 2012.
