Meet the team
David Noble
The PCO is led by Chief Parliamentary Counsel David Noble. He is supported by the other members of the Senior Management Team, Bill Moore, Paul de Wijze, and Noel Lee, each of whom manages one of three groups within the PCO.
The Law Drafting group focuses on drafting legislation, the Access to Legislation group is primarily involved in publishing legislation, and the Corporate Services group assists both these functions.
The PCO's principal asset is its staff—there are around 90 of us. The work we do is specialised, highly skilled, and can affect the lives of all New Zealanders.
